Two-Tier Entry Strategy

New Entrepreneurs: A 1-year pass for founders who have not yet incorporated in Malaysia. Requires proof of RM 50,000 in personal bank funds to ensure they can support themselves during the setup phase.

Established Entrepreneurs: A 5-year pass for founders with a track record. Requires RM 50,000 in personal funds and a detailed business plan demonstrating scalability and local job creation.

Innovation Criteria

The business must be strictly 'tech-based'. Traditional service businesses or retail entities are not eligible for MTEP sponsorship. Eligible sectors include software development, AI, Fintech, specialized hardware, and blockchain technology.

Transitioning to 5-Year Status

To transition from a 1-year to a 5-year status, founders must demonstrate scaling milestones, including achieving specific revenue targets and maintaining a physical hub presence. MDEC evaluates the startup's growth trajectory and its impact on the local digital economy. In 2026, the transition process includes a pitch presentation to a panel of MDEC technical experts.

KPI Audits by MDEC

MDEC conducts annual audits to ensure the business is still contributing to the digital ecosystem. Founders must provide audited financial statements and documentation of local hires. The audit also tracks the transfer of specialized skills to the local workforce, a key requirement for the 5-year extension.
